The University of California, Berkeley, will cap enrollment of out-of-state students next year, due to the paucity of spots available for California. "We will put a cap on next year's out-of-state enrollment at UCLA and Berkeley, where the demand is highest, at this year’s current level," said UC President Janet Napolitano. Student from other U.S. states and abroad have to pay much higher tuitions than California residents. Nonetheless, local students say they are being crowded because more slots are going to those residing outside the State.
